• Ongoing source of fresh contaminant

• Contaminant presents an immediate and significant harm to human health
  and the environment
  

• Site characteristics
  - insufficient deposition of clean sediments
  
  - high-energy environment in which sediments are constantly
  resuspended /transported
  - low organic content of sediments
  - microbial processes :transform the contaminant to a more soluble
  and/or bioavailable form
